Landlord harassment can feel overwhelming and exhausting. You have the right to feel safe and be respected in your home. The Los Angeles City Tenant Anti-Harassment Ordinance (TAHO) provides the tools to help you stop landlord harassment and prevent displacement before an eviction happens.

What is LA City TAHO?

The Los Angeles City Tenant Anti-Harassment Ordinance (TAHO) is a City of Los Angeles law that protects renters from landlord harassment. Harassment can come from a landlord, property manager, management company, owner’s agent, another tenant, or anyone acting on their behalf. TAHO defines 18 types of landlord harassment, including threats, repeated or improper entries, refusal of rent or rental assistance, discrimination, retaliation for organizing, and making your unit unsafe or unlivable. TAHO covers all renters in Los Angeles City, whether your unit is rent-stabilized or not. If you think you are experiencing landlord harassment, start by writing down what happened and saving evidence of the allegations, like text messages, photos, notices, or witness names. Then reach out to one of the trusted Community-Based Organizations listed here for help and next steps.

LA City TAHO History

For years, renters across Los Angeles City shared similar experiences: landlords cutting services, ignoring repairs, making repeated buyout offers, entering homes without proper notice, and using fear or misinformation to pressure tenants to self-evict. Tenants knew that without stronger protections, landlord harassment would continue as a displacement tool. Renters, organizers, and tenant advocates came together to change that. Through organizing, storytelling, and collective action, directly impacted tenants pushed the City of Los Angeles to create TAHO and recognize landlord harassment as a serious harm that leads to displacement and homelessness. Just as importantly, it affirms tenants’ right to organize, speak up, and assert their rights without fear of retaliation.

Who we are

LA City TAHO is a City of Los Angeles effort funded by Measure United to House LA (ULA) and powered by tenant leaders, community organizations, and legal partners working together to prevent and address landlord harassment. Service teams work across the City of LA to reach tenants and educate them on their tenant rights.

Strategic Actions for a Just Economy (SAJE)

Strategic Actions for a Just Economy (SAJE) is a Los Angeles-based organization that supports tenant organizing, helps renters take collective action, and connects people to resources when they’re facing harassment, unsafe conditions, or pressure to move. SAJE works directly with renters to build power, defend rights, and fight displacement by guiding them through their legal and organizing options, helping them recognize harassment, document incidents, and navigate local protections.

Stay Housed LA

Stay Housed LA (SHLA) is our sibling program focused on eviction prevention. SHLA is a countywide effort that connects renters in Los Angeles to tenant rights information, legal services, and support when people are facing eviction or need help understanding their options. SHLA includes a network of community and legal partners that help renters navigate a complicated system and take action.
